Continuation Coverage and New Options

You have the right to continue health coverage in the PASC-SEIU Homecare Workers Health Care Plan under COBRA/Cal-COBRA. You may also be eligible to buy health insurance through Covered California.

COBRA/Cal-COBRA

You may be entitled to federal COBRA continuation coverage, in the event your group health coverage terminates due to a "qualifying" event.  "Qualifying events" are events that cause an individual to lose his or her group health coverage.  COBRA requires that continuation coverage be made available for a limited period of time of 18 or 36 months.

If you have exhausted coverage under COBRA and were not entitled to the maximum period of 36 months, you will have the opportunity to apply to continue group health coverage -- as allowed under the California Continuation Benefits Replacement Act (Cal-COBRA) -- up to a total of 36 months from the date your COBRA continuation coverage began.  You may be able to continue uninterrupted group health coverage for a limited time in compliance with Cal-COBRA.

PASC is responsible for providing you with an election notice, which describes your right to continuation coverage, and how to make an election.  For more information, please call PASC at 1-877-565-4477 or visit www.pascla.org.

Covered California

As of January 1st, 2014, those that are offered continuation coverage have new options due to changes in federal law and California state law (AB 1180). The key changes are:

  1. If you are no longer eligible for group coverage, you may be eligible for:
    • COBRA/Cal-COBRA (see above)
    • Covered CA (see contact information below)
  2. The Individual Conversion Plan (ICP) is no longer available. You may be eligible to buy health insurance through Covered California.
